General Description

Location: Terminal consists of a CALM buoy, floating production unit (FPU) Dai Hung 01 and floating storage offloading (FSO) PVN Dai Hung Queen, situated within a Marine Exclusion Zone, encompassing the Dai Hung oil field and facilities. Vessels loaded/moored in tandem to the FSO PVN Dai Hung Queen. FSO PVN Dai Hung Queen in position 08° 28′ 32.77″ N, 108° 41′ 22.92″ E, SSW of Tho Chu islands, and 147 n.m. SE of Vung Tau. Dai Hung 01 (FPU) located approx. 1.2 n.m. west of the FSO, Dai Hung 02 (WHP) approx. 2.7 n.m. SW of the FPU and CALM buoy approx. 1.2 n.m. SE of the FPU. The CALM buoy location is: 08°28.5'N 108°41.4'E. This location and that of Dai Hung 1, the FPU, is situated within a "Marine Exclusion Zone". This marine exclusion zone, which encompasses the Dai Hung oil field and facilities, was declared to protect the facilities from collision risk from passing traffic in the offshore sea lanes. Vessels should remain alert to avoid passing sea lane traffic outside the marine exclusion zone. The Hikari Orient, a 232,000DWT tanker converted to FSO, drilling rigs, installation vessels and associated support craft may be working in the marine exclusion zone. FSO No 4 VSP 01: Location 09°43.8'N 107°57.1'E For tankers of 110,000DWT, LOA 250m, beam, 42.0m and draught 15.0m. One possible STS site is a circle of 20nm radius centred on: 08°52'N 103°18'E. This location is in Vietnamese waters of over 30m depth SSW of Hon Tho Chau Island. Other sites may be identified and details will be provided by the operators as necessary. General overview: The Dai Hung facilities, which are located approx 240km SE of Vung Tau, include the terminal from which crude oil is lifted. Description of facilities: The floating production unit (FPU) is a converted Aker H3 semisubmersible drilling rig, fitted with well fluid processing and water injection facilities. It is connected to the subsea wellheads by subsea flowlines and umbilical hoses. Stabilised crude oil is not stored on the FPU but pumped via subsea flowline to the CALM buoy. The FPU is permanently anchored in approximately 110m water using an 8 point mooring system and it cannot readily be moved from the site. The process equipment includes a fiscal metering system, and up to approximately 6,360m³/day (40,000bpd) may be pumped to the CALM buoy. The CALM buoy is situated approx 2nm SE of the FPU and is moored on an 8 point anchor system. It is equipped with a soft mooring system and 150mm floating hose extended from the CALM buoy turntable for berthing of an FSO, or a directly moored vessel acting as a tanker of convenience. No crude oil is stored on the CALM buoy. When utilised, the FSO is soft moored to the CALM buoy and loads stabilised crude oil via the 150mm floating hose. It has approximately 238,000m³ (1,000,000bbls) total crude oil storage capacity. Liftings performed with the FSO on the CALM buoy mooring utilise a tandem mooring configuration rated at 200t SWL. The FSO may also perform STS (lightering) at a location in waters remote from the site. Tandem offtakes utilise a 16in floating hose and discharge rate is approximately 5,500m³/hr (35,000bbls/hr). Allowing for start-up and slowdown periods, 95,400m³ (approx 600,000bbls) will require over 20 hours pumping. Load line zone: Tropical. Max size: Standard of Vessels: The terminal only accepts vessels between 60,000 and 150,000DWT. Vessels may, at the sole discretion of the Mooring Master, be required to carry out direct mooring to the buoy or tandem moored or ship-to-ship (STS) to FSU. As a general guideline the normal min parcel size is 200,000 bbls in summer (April to October inclusive) and 450,000 bbls in winter (November to March inclusive). The maximum parcel size is dictated by the cargo space available in a vessel of 150,000 DWT which is approximately 1,000,000 bbls.
